Rockstar Games leadership detailed the development of Grand Theft Auto VI in an interview feature published in Issue 27 of Love Magazine, outlining the studio's milestone structure, writing process, and narrative goals.

The Eight-Week Milestone Model

Rather than assembling the entire project at once, Rockstar North relies on an iterative framework. Rob Nelson, co-studio head and head of development at Rockstar North, explained that the team pulls together agreed-upon sections of the game during recurring eight-week cycles.

"We start building and creating assets and systems, and we begin roughing in content across all areas of development," Nelson said. "We build the game up through a series of eight-week milestones where we pull agreed-upon sections of the game together."

Nelson noted that the team continually balances realism with player convenience, observing that excessive simulation can feel tedious. Kotaku reported that Rockstar has been working on the title in some capacity since 2014, requiring steady course corrections throughout production.

A Dedicated Writers' Room for Pedestrians

Rockstar set up a dedicated writers' room in Los Angeles specifically assigned to write dialogue for pedestrians and non-playable characters.

James Horton, open-world writing director, emphasized the scale of resources dedicated to ambient details. "There are no shortcuts when it comes to building a world like this," Horton said. "It's a question of giving the right people the resources they need to build something that's not only vast and varied as a whole, but where every part rings true no matter how small it is, or how closely you look at it."

Developers also conducted in-person research trips across Florida, including aerial surveys over the Everglades and conversations with local residents, police officers, and gang members.

Avoiding Direct Political References

Rockstar is deliberately avoiding direct parodies of specific real-world political figures, movements, or events. Rupert Humphries, senior vice president of narrative, explained that tying content to exact current events risks quickly dating the game.

"Because we are trying to make games that feel very specific to the moment they are released, but at the same time, not reflective of the exact world we live in, we don't want to be too specific about any particular person, event, movement, or anything like that," Humphries said. He added that the studio focuses on making the world satirical, larger than life, and more grotesque rather than mirroring reality verbatim.

Protagonists and World Scope

Protagonists Jason and Lucia are depicted as lovers on the run whose core motivations center on modest stability—such as securing a home and family—rather than establishing a criminal empire.

The setting also includes substantial ecological variety, though reported counts vary across previews: Kotaku cited over 150 animal species, while Game Informer preview coverage reported more than 170 species.

Grand Theft Auto VI is scheduled to launch on November 19, 2026, marking 13 years since the 2013 release of Grand Theft Auto V.
